MONDAY, 27TH MARCH, 1871. PRESENT:

His Excellency Major-General WHITFEILD, Lieutenant-Governor. The Honorable the Chief Justice, (JOHN SMALE.)

The Honorable the Colonial Secretary, (Jous GARDINER AUSTIN.) The Honorable the Attorney General, (Julian Pauncefote.)

The Honorable HENRY JOHN BALL.

The Honorable RICHARD ROWETT.

The Honorable PHINEAS RYRIE.

The Honorable WILLIAM KESWICK.

ABSENT:

The Council meets this day at 11 A.M., by Special Summons.

His Excellency The LIEUTENANT-GOVERNOR administers to The Honorable CECIL CLEMENTI SMITH, Acting Treasurer of Hongkong, the Oath of Office as a Member of this Council, vice The Honorable FREDERICK FORTH, retired; and The Honorable CECIL CLEMENTI SMITH takes his Seat accordingly.

The Minutes of the Council held on the 23rd February, are read and confirmed.

The Bill "to extend the Jurisdiction and Powers of the Court of Summary Jurisdiction," which was read a first Time on the 28th July, and published in the Government Gazette of the 17th December last, is brought forward for the second reading.

Whereupon, The Honorable HENRY JOHN BALL, leave being obtained, rises to ask if his Letter of January last to the Colonial Government, together with the Letters therein referred to, on the subject of the Bill now on the Table, has been transmitted to The Right Honorable The Secretary of State for the Colonies, as requested.

The Honorable The Colonial Secretary replies in the negative, and states that the Letter and Correspondence to which The Honorable Member has called attention, will be forwarded to The Secretary of State when the Bill before the Council is passed.

The Honorable HENRY JOHN BALL thereupon begs respectfully to protest against the passing of the proposed Bill.

The Bill is read a second Time, and the Council goes into Committee upon the Clauses of the said Bill, which are explained seriatim by The Honorable The Attorney General as far as Clause 38 inclusive, and agreed to.

His Excellency then adjourns the Council at a quarter past 1 P.M., till half past 2 o'clock.

2.30 P.M.

His Excellency The LIEUTENANT-GOVERNOR and the same Honorable Members resume the Sitting of

Council pursuant to adjournment,-when The Honorable PHINEAS RYRIE also takes his Seat.

The Consideration of the Bill on the Table is then resumed in Committee from Clause 39.

The Honorable The Attorney General explains the Provisions of this Clause, and the same being discussed and agreed to, His Excellency adjourns the Council till Thursday, the 30th instant, at 11 A.M.

Read and confirmed, this 30th Day of March, 1871.
